About the Mayor
MAYOR WILLIAM S. LACHICA OF KALIBO, AKLAN
An achiever and dedicated leader, William, as he is fondly called by his friends, is always there where the action is – in the various projects undertaken by his administration as Mayor of Kalibo.
William learned the value of industry and dedication early when, after earning a degree in BS Commerce at the age of 21 years, he was employed as Sales Manager of Acecom Industrial Corporation in Kalibo, Aklan. There, he developed the art of Human Relations which he used successfully to get customers and later, to earn votes in the arena of Politics. He ventured into the political arena in 1982 and was elected No. 1 Councilor of Barangay Old Buswang in Kalibo. In 1986, he was elected Barangay Captain of Andagao and earned laurels of achievements as Most Outstanding Barangay Captain from 1987 to 1990.
Recognizing his potentials in politics , a political group courted him to run as SB Member of Kalibo. He was elected twice as SB Member and held office from 1986 to 1998. He ventured for a higher office, and was elected as Vice Mayor in 1998 against a formidable opponent backed up with very strong financial machinery and a powerful political clan. After one (1) term as a Vice Mayor, and capitalizing on his close relations with the people, he decided to run for Mayor of Kalibo so he could fully serve his fellow Kalibonhon. For the first time, William suffered his political debacle. He decided then to take a respite from politics.
Meanwhile, to ease the tension of political pressure, he sought refuge as consultant at PAGCOR in Manila from 2001 to march 2010. All this time, William has his vision of a progressive Kalibo burning inside him. He decided to run again as Mayor of Kalibo in 2010.
The introduction of the PICOS Machines in the elections of 2010 was seen as a divine intervention. The PICOS Machine eliminated cheating and guaranteed an honest and fair election results. Mayor Lachica was elected with a very comfortable margin in 2010. In 2013 Mayor Lachica was re-elected with a very wide margin which is a FIRST in Kalibo politics.
A flurry of activities characterized the first two (2) terms of William as Mayor of Kalibo. To usher in the dawn of progress for Kalibo, Mayor Lachica vigorously embarked on various projects and programs. In a brief span of time, Mayor Lachica accomplished what the other Mayor’s before him have not done. He achieved the following: (1) Improved drainage system, (2) Cementing the road network of Kalibo, (3) Opening an arterial road connecting Mabini St. and Toting Reyes St., (4) Construction of cemented road connecting Andagao to Toting Reyes St., (5) Investors are coming in lead by the City Mall which is now undergoing construction, (6) Street lights illumined the whole town, (7) Soon to be installed are traffic lights in busy intersections, (8) Introduced innovation of the Kalibo Ati-atihan festival by creating the Kalibo Sto. Niño Ati-atihan Festival, Inc. (KASAFI) and relocating the vendors from the center of the town to the peripheral Veterans Avenue to allow wider space for the performing Ati-atihan tribes and the spectators, (9) Services in social welfare, health, agriculture, tourism were also strengthened and invigorated. (10) Undergoing renovation of the stage building in Pastrana Park.
In testimony and recognition of the sterling performance of Mayor Lachica in office, he was awarded several Achievement Awards by different government agencies, among which are as follows:

The accomplishments of Mayor Lachica’s Administration has earned for him praises from all sectors of society. But some people of different political color still find ways to cast aspersions and maintains hostility towards his leadership. Nevertheless, Mayor Lachica continues to plod on despite restraining criticisms, always guided by his firm and solid vision of a progressive Kalibo and a contented Kalibonhon.
In the short span of his incumbency, Mayor Lachica has done so much for Kalibo and its people. But many more have to be done in anticipation of the challenges of the future and to sustain stability of this premier town. God willing, and given a new mandate by the people come 2016, his vision for Kalibo can be fully attained.

“To be an inspiring leader, you do not have to be smartest, or even the hardest working person in the group. What it does require is that you be firm – firm in your dedication to excellence, even if it makes you temporarily unpopular.
